General Information for Participants

The Kingdom of Cambodia is honoured to host the 2nd Inter-Parliamentary Speakers’ Conference (ISC-2) from 26 to 28 August 2026 in Phnom Penh, Cambodia. We warmly welcome Distinguished Speakers, Presiding Officers, Representatives of Inter-Parliamentary and International Organizations, and Delegations to this important gathering.

This information circular serves as a comprehensive guide for all delegates, ensuring a smooth and enriching experience throughout the conference. We look forward to your participation in this landmark gathering and hope your stay in Phnom Penh is both memorable and inspiring.

  • This ISC-2 will be held at the GDT Convention Centre, located within the GDT Tower Complex at No. 333, Punda Street, Sangkat Chroy  Changvar, Khan Chroy Changvar, Phnom Penh, Kingdom of Cambodia (https://maps.app.goo.gl/Rvft9vveiHRoSKLm6).
  • All plenary sessions, thematic discussions, bilateral meetings, and official conference activities will take place at the venue unless otherwise notified by the Secretariat.

    • Hospitality and accommodation

    The Cambodian Parliament, as host, will extend hospitality by offering three-night accommodation for two delegates per delegation (of which there must be at least One Speaker/Deputy Speaker/MP), an airport shuttle to/from the hotel, meals during the conference, and local transportation for all official events.

    The host will provide accommodation as a courtesy for the Head of Delegation and one member (1+1), on a first-come, first-served basis, upon confirmation of participation at the following hotels of delegation’s selection:

    Programme

    General Debate:

  • Theme: “Solidarity for Peace and Shared Prosperity: Strengthening International Law and Resolving Conflicts Peacefully”
  • Speaking order: Alphabetical by country name.
  • Time Limit:

    6 minutes for Deputy Speakers/Heads of Delegation.

    3 minutes for International Organizations/Institutions.

    Registration

  • Participants are requested to complete online registration via the official conference websitewww.iscpp2.senate.gov.kh by 26 July 2026.
  • A clear passport-size photograph (white background) and a valid passport should be uploaded along with the registration.

    • Registration & Information Desk

    The Registration Desk will operate at the official hotel (Sokha Phnom Penh Hotel) from 26 August 2026, providing:

  • Registration and badge issuance
  • Conference materials
  • General assistance

    • Interpretation

  • Simultaneous interpretation will be provided in English and French.
  • Manuscript of General Speech, along with English transcription, is to be provided to the Senate Secretariat in advance to ensure smooth interpretation.

    • Bilateral Meetings

    Delegations wishing to book bilateral meeting rooms may submit requests to the ISC Secretariat via iscpp2@senate.gov.kh for a 30-minute slot, with the subject line “Bilateral meeting room request”. A limited number of meeting rooms will be available at the venue from 26 to 28 August, on a first-come, first-served basis. The information desk for bilateral meeting rooms will open from 26 August 2026.

    Travel Arrangements and Reception

    All delegations are requested to provide complete and accurate arrival, departure, and accommodation details (hotel name, flight details, and arrival and departure dates/times) in advance to iscpp2@senate.gov.kh.

    Local Transportation will be arranged for Airport transfers and Official events.

    Visa Requirements

  • The Senate Secretariat will make the necessary arrangements for expedited customs and immigration clearance at Techo International Airport. Delegates are responsible for paying customs duties on dutiable items as required.
  • We kindly request that delegates verify visa requirements with the nearest Cambodian diplomatic mission or through the official e-Visa system available at https://www.evisa.gov.kh/
  • Support letters will be provided upon request.
  • Delegates attending the ISC Conference from countries that do not have a Visa Exemption Agreement with Cambodia must apply for an entry visa prior to their travel. Appropriate visas can be obtained from the Cambodian missions in their respective countries. If a Cambodian mission is not present in the capital, delegates should indicate their need for assistance with the entry visa when completing the conference registration form.

    • Security

  • Appropriate security arrangements will be in place at all venues.
  • Access to official venues will require a valid conference badge.

    • Personal Security, Weapons and Communication

  • Delegations must declare firearms, radio communication devices, and official equipment and present relevant documents and appropriate permits/licenses at the point of entry to Cambodia.
  • The detailed information on firearms, radio communication devices, and equipment must be submitted in an official letter to the Secretariat via email: iscpp2@senate.gov.kh at least 72 hours before arrival.

    • Health Services

  • A medical team, including a doctor and emergency services, will be available at the conference venue and official hotels.
  • Delegates are responsible for personal medical and travel insurance.

    • Media and Communication

  • A Media Centre will be established at the conference venue for accredited journalists.
  • Wi-Fi will be available at all official venues.

    • Practical Information

  • Weather: Approximately 26°C–32°C; warm and humid (rainy season)
  • Currency: Cambodian Riel (KHR) and US Dollar (USD), credit cards are widely accepted
